You're better off with an internal spying operation...
For just getting ideas you can use SocialAdclub or Adsvantage but none of the tools are very up to date nor filled with lots of data...

The internal tool we run covers at least x10 more data other tools around, it's more so aimed at agencies and guys who know the Facebook game inside out (so they know what to look for within the tool).
If budget is an issue, I'd agree with fbqueen.
That's what I'm doing currently and I can attest to its effectiveness. For quick ideas of what is currently working or (more accurately) HAS worked, use a trial period on one of the many spy tools out there, but to accurately capture current ads (cloaked or not), figure out the target audience and create some accounts. They take some time to warm up so that ads show, and there are certain things to avoid/do so that you look like a real person with natural actions and behaviors.
This is also a nice way to narrow down FB targeting. If you can't see the ads you think you should be seeing, and you're certain the offer is hot, back to the drawing board until you do!
