What is the issue that you're facing?
Fb keeps saying to try later on can't complete at the moment.. This is the same message been getting for the past 2 days.

you need activity on your pp, usually if you buy something before adding payment it works
Yes always use PP or card before adding it to FB. Buy something online, simple as that.
Use the pp to pay for the domain for your site,which you'd need to have before running ads anyway!
Usually the message pop up because they are sending a $1 test charge through your paypal. Just look at your stmt and you will see a PP charge. After fb verify that the pp account is fully confirmed, you will be able buy ads.

Problem occures when paypal triggers manual review for your freshly created account. Doesn't have to be freshly created account, can be also some new activity you did in your old pp account - like adding new vcc/cc. There is nothing you can do to make this process faster AND I strongly recommend not to try adding pp over and over again as this might trigger AME for your fb account also. Just wait week and if your pp account is not limited(meaning, it survived manual review), add it again. From personal experience, 90% of times, it works. if not, wait more.
And as suggested earlier also, buying something online might help - not always tho!
