Mobile networks that aren't strict with banners? (3)
Seems most ad networks these days are strict with banners and the Download / System notification type banners will never get approved.
Can we compile a list of networks that are more lenient and allow such banners?
Avazu mDSP. 
They're lenient when it comes to approving banners, but then some of the individual exchanges will still ban them later.
Adwill is another one. $500 minimum deposit. I've made a first deposit and still trying to find time to test them, but have heard good things so far.
