Could be fraud for sure, but it can also be simply a parked domain or expired domain. There are people out there who do nothing but searching directories of "soon to be dropped" domains and they are buying whatever shows some signs of having some traffic. Then they simply put a very generic site/page on it, just like the one in the screen you posted, and sell the clicks to whoever is willing to buy them. ZP sells a lot of such traffic. Obviously its low quality but so is the price
