I'm sure ppl are banking good money, but they probably have been running these for some time now so therefore have the funnel at it's best.
They are hard to get profitable as these campaigns have been around for a long time and there's a lot of competition on them.
The positive thing about utility apps is that they have worldwide scale - go for the smaller markets. They (tier 2/3 markets) are way more profitable than tier1.
