How should I choose a network?
Is there some sort of strategy to this?
What networks do you people prefer and why?

Are you asking about affiliate networks or traffic networks?
Let me address both situations to save you some time.
Affiliate networks : the most important for you as a new person is to pick a reputable affiliate network with solid amount of direct offers. The last thing that you want to face as a newcomer, is a not getting paid form an aff network. Use google and this forum to search for experience of other affiliates, you will see that some networks are mentioned over and over, which means those are the most popular ones and probably a good pick for you too. All the popular networks have enough offers usually, but some are better in specific verticals - so in case you already decided what verticals to promote, you might want to look for networks that specialize in those. Also ask for payment terms, you want to work with networks that offer fast payments and low minimums for weeklies.
Traffic Networks : Here you have to make a couple of decisions. The first one is : do you want to buy adult traffic or not? Lots of networks have some adult traffic along with non-adult, but there is a lot of adult-only networks. Next is the traffic type : there are networks that sell just mobile traffic for example, or pop/popunder traffic. An important part is how much advanced targeting they offer - if you want to promote PIN submit offers for example, you need to be able to target by carrier. Some networks have pretty high minimum deposits, so that is something to consider too.

I'm looking for a list of reputable affiliate networks for Pops/Redirects and PIN submits. I've done a few searches for both and not much has come up.

I can only list those that I have worked with or those that I saw mentioned on STM multiple times as legit ones, or those that have reps here on the forum. Please note that we (STM staff) do not endorse any of them, so perform your own research before working with any of them.
Here is a list for you : adsimilis, advidi, F5, clickdealer, maxbounty, glispa, oasismedia, affiliaxe, mundomedia, peerfly, addiliate... just to name a few, there is way more of them but its pointless to list all. These are the "general" networks with no clear focus on some vertical, so they will have a bit of everything. You might also want to check out offervault.com to find more specific networks.
