What do you mean with a viral site? A site that traffic comes organically I suppose without having to pay for it?
That's probably one of the hardest things to do as people will need to come to your site without you advertising it.
Monetizing the site. Banners, pops, email capture for opt-in email marketing, native. Once you have the traffic this is the (relatively) easy part.

He means buying native traffic to click bait style articles that people love to share/talk about and then arbitraging adsense I bet

I made a very nice sum in the past 3 months from 2 sites, one viral stuff (10 biggest animals you never heard of etc.) and one news/advetorial site. I mainly monetized with native networks. You gotta know your numbers to make it work, for example If you buy for 3 cent CPC (minimum on most native traffic) and your ad CTR is 1% and the newtork is paying you 0.07 CPC than you spend a $1 to make $0.07 . Now a lot of people go and buy cheaper traffic but obviously in the long run if the traffic isn't good you'll get blacklisted by advertisers (like you would for traffic you buy). You need to track parmaters like bounce rate, time on site and page views per visitor to measure the quality of traffic on google analytics. From my experience I would recommend:
Mixing up the traffic you buy
Track quality indicators (time on site, bounce rate, page views per visit) and create whitelist pubs per traffic source.
Test different networks and monitezation methods (email capture, advetorial posts)
Good luck

^^ Here is a good advice for you beardman ^^
Dont expect to buy some traffic somewhere, send it to a site where they can click on a ton of stuff and still produce enough clicks on the ads to cover the initial cost. Its not that easy

Arbitrage, which is what you are trying to do here, is very hard. You need to target topics that have super high bids and still manage to buy those clicks for cheap.
The name of the site is "Viral" and thats what you should aim for, create content that has the potential to go VIRAL and buy traffic to make that happen. Stay targeted and buy users who are known to share stuff a lot, watch the stats and only buy from sources who send you users who click a lot and stay around for a while.
You should start to monetize this with native ad networks and adsense in case you wont break their rules.
