How can I block a specific state with ip. (3)

Hi, I was just wondering if anyone knows a tool where I can use to get ip from a specific state. I would like to blacklist a state.

Something like this...but free

I understand I can use Voluum to redirect visitor to another offer etc, But I am looking block this traffic altogether. Any ideas.


Or is there a way to correlate ip and region?

What traffic are you using, for search you can block in AdWords, as you can in ppv, 50onred let's you do this

I am using a traffic source that does not allow of blacklisting by regions. However I can blacklist by ip.
When I click my ip in Voluum, I cant not see the regions. I just see 1000s of ip address.

So I was just wondering is there a way to block out a region based on ip addresses.
Does the ip address normally contain certain numbers that specify region?
