Does the facebook ad (banner) be the same angle as landing page when cloaking?

Hi

I have an antivirus offer.

I can cloak facebook reviewers to see a normal lander that has nothing to do with viruses let say a landing page about bodybuilding. All the other "normal' users will be redirected to the antivirus offer. The problem is with facebook ads. I can't cloak the facebook ads so i have to say in ads that you may have a virus etc. This make the cloaking pointless as facebook reviewers see the ad that is about virus. How do you resolve this problem?

For this type of offer, you don't need the banner to be relevant to viruses. Simply put any type of generic banner that gets a high CTR and it will work fine.

Thank you for the suggestion shakedown.

If i put a generic banner in facebook i will not get targeted traffic so in this case i'm not creating user intent and this is the same as getting traffic from a ron campaign on pops right? Or the traffic quality on facebook is high so even if i don't mention virus problems on fb banners i will still have more conversions than on pop traffic?

Also do facebook reviewers care only for submited landing page and not for the cta link that points to some offer? Or they follow the landing page cta?
