After cutting argentina, this campaign is in the green. however i'm only able to spend a couple of dollars on this TS.

I've split tested the same offer with another network, first network 1 still performing better.

I've also split tested a few other TS but don't seem to be able to convert well.

Is there a "best" placement cutting rule to use? right now i am cutting placements that have Zero clicks after 100 impressions, or Zero conversions after 3 X Payout; or < -50% after 10 X Payout.

There is no best strategy or best rule, as you can see yourself, different people recomend different strategies.
When I was starting out, I simply had to start bidding low, now when I have more capital to invest and more experience, I go for the top bid pretty often. When you are entering new grounds, I recomend to start low. When you are already experienced and know your market/source/offer ... you can start with high bids to get data faster. This is what I do and I think its a good strategy.
As for cutting placements, what I do is I cut those that are exceptionaly bad, as the first step. This will be different from network to network, you will be able to spot the trends pretty fast. 100 impressions is not really a lot, but maybe it makes sense with the source you are using. 3x payout or the -50% rule is pretty good to use, its what people usualy recomend so you shouldnt do anything bad by following it. I would just add that its pointless to keep negative spots for too long, give it a few tries with some LP changes and if its still negative, simply cut them.
