is it facebook negative feedback really matters ?
if it so, based on you guys experience, should we aim for low negative feedback, or medium still okay ?
since high negative feedback, i think already categorize as high alert for fb to stop the campaign.
Do you mean negative comments on your ads?
Flagging happens all the time and that's what counts the most because FB will review your ad when it gets flagged too many times. It usually happens when you're running aggressive or misleading ads which can also lead to account ban in the end...

Going from the stats you posted I wouldn't worry TOO much - you'll need to keep your eyes on 6 things if you're getting gradually more worried about 'feedback':
1) Relevancy, very likely, is an indicator for manual review- don't let it drop under 7 to be sure, kill ads as soon as they reach 6.
2) Keep an eye on your rising frequency, if your Relevancy scores stay above 7 while your Frequency keeps on rising- you're okay.
3) High relevancy will also be rewarded with lower Reach costs (whether you're doing CPM / CPC / CPConv) ...cheap cl1ckz yay
4) You can still get a Relevancy of 10 when people only comment negative shit on your ad- as long as they keep commenting and not reporting
5) To follow up, or to 'groom' people doing that, post a meme in the comments yourself- and a lot of people will follow suit. The commenters priority will be "being funny" instead of "let's get this off FB". Only do this if you're expecting a truckload of "scam" comments.

edit: totally forgot to answer your main question: medium is still okay as long as... you don't drop below 7.

Positive and negative feedback are independent measures. You can have any combination. Your relevancy score then has contributions from each and it's a bit hard to decouple everything and know exactly how bad "high" negative feedback is. High positive = good, low negative = good.
I imagine you can have 10% CTR, 99% positive interactions and 1% negative ones, and be on HIGH positive HIGH negative and relevancy score of 10.
In any case, I wouldn't worry. The HIGH negative feedback alone isn't a problem. I have been running gaming ads for months that have 5%+ CTR, relevancy scores of 10 (sometimes even listed as 11 lol, just a syncing bug), postive and negative feedback is high on every single ad, no issues. I think it only takes a few negative people to make it high...
