I'm starting to do sweepstake gift card offers. I was wondering what can I do to make sure my leads are high quality? Any landing page or targeting tips? Or anything that can help me.

You can achieve high lead quality by doing one or more of these:
1)By running high quality traffic (for example, facebook traffic has better quality than pop traffic in general).
2)By running traffic that is more relevant to your offer (although in your case, you're doing sweeps, which has broad appeal and will convert with broad / non-targeted traffic).
3)Making sure what you're advertising in your banners and landers, are what the visitor will receive after they convert. For example, say you're pushing an app install offer. If you tell visitors that the app can help them lose 10 pounds and look 20 years younger by tomorrow, they will download and install it, but will also uninstall it in anger when they find out they've been misled. The aff network / advertiser will notice the low user-retention rate and kick you from the offer, because once people uninstall the app they can no longer monetize these leads (by exposing them to other ads, or getting them to upgrade to a premium version of the app, make in-app purchases, etc.)
This is why it would be a good idea to send SOME leads first, then ask the aff network / advertiser to verify lead quality before sending more. Another thing I also like to do, is to set up for the tracker to automatically send the traffic source ID and campaign ID to the affiliate network, so that if lead quality should ever become an issue, at least they would have the option of telling me which traffic source(s) are responsible, instead of stopping me from running the offer altogether.
One thing to keep in mind though regarding lead quality: It normally costs us affiliates more to get higher-quality leads, i.e. either we have to pay more to get better traffic, and/or we make our creatives less aggressive which will lower conversion rate. However, higher quality leads can lead to bigger pay bumps. So you'll need to find some sort of balance.

That really depends but I would say no less than 50 leads but it depends on the advertiser, the vertical...
I think your best bet will be 100 leads but you can also ask your AM how many leads are required in order to get quality feedback from advertiser.
1 thing to take in mind though is that if your quality isnt the best, asking the advertiser to give feedback can also result in him saying the quality isnt good enough and that he doesnt want any more of it. So you might learn that this source/funnel isnt very good but it can also lose you the campaign.
Another thing to consider is the length of time the advertiser will require in order to access quality. For some offers, backend monetization takes place immediately/soon after the visitor converts into a lead; whereas for others it may take days (e.g. to calculate x-day retention rate; or need to wait a few days to see how many subscribers will upgrade from free to paid).
