How Does Anyone Use StartApp?
StartApp doesn't have the most sleek interface but it doesn't seem you can see what creatives are getting the clicks and conversions on their dashboard. And I believe you can't white list or black list placements immediately?
It seems a bit clunky. Does anyone have any advice or tips on how to best use it?

Startapp is mostly having inapp traffic and suitable for app install campaigns and usually work on cpm basis. But to work on cpi you need to make prepay of $5000.
Once you setup campaign you can have optiin if blacklist and whitelist.

I had good results with Pin offers in Tier-3 GEOs. But I couldn't get big volume.

Yes If you want to work on CPI. If on cpm/cpc you can start with $100 as well. But that is not profitable.
They have wap traffic as well for mobile content ads which is only on cpm basis.That is quit expensive with low targetting capabilities like you cannot exclude some low converting browsers.
