Are there any affiliate networks that are ONLY mobile display and advocate running on mdsps as opposed to pop traffic?
I assume the answer will be no as an affiliate can always run an offer on pop traffic but I figured it wouldn't hurt to ask just so that I can narrow down the data even more from their end.

Hi dtalexone, most networks have a wide variety of offers, which can be run on different ad formats and types of traffic sources. Therefore, it's probably not cost efficient for a network to limit affiliates to only mobile display. However, every offer has its own restrictions, and there may be offers that can only be run on mobile display. If this is your only source of traffic, it might give you an advantage in some cases with a higher payout if the quality checks out.
