I'm very new to AM, currently i plan to start mobile campaign, what is the software recommend for making mobile landing page? And how to link landing page to the offer?

It really depends on your experience, If you know how to code or want to learn how to do very basic coding, it has been suggested to use the Foundation framework, find it here . I've started to use it recently and it is very easy to set up and use. Just check out their documentation.
On the other hand if you don't have any experience with HTML,Css etc.. you can try and find an online solution. I believe
If not, you can do a google search and find all the online services that allow you to create landing pages. Just remember and always make sure they are responsive, if you are going mobile.
Regarding "And how to link landing page to the offer?" - You would link your landing page by having a Call to action button somewhere with a hyperlink to your offer for example 
You can use Adobe Muse to create landing pages that will do a decent job on mobile - just set the page width to 100%.

Linking the landing page to the offer will be done using your tracking software -
If you don't know basic HTML and CSS, by the way, I strongly recommend learning the basics. You'll have a hard time if you don't know how to edit an HTML link in a text editor, for example. Codeacademy is a great way to learn - https://www.codecademy.com/learn/web
@costpercarl - Foundation's interesting, but I'm not 100% sure I'd recommend it for mobile. Even the light version is 59kb zipped, which is large enough to make a noticable difference to page loading speeds on carrier connections. However, if it's been working for you in profitable campaigns then don't let me stop you - I'd be interested to see a split test between that and a 100% custom page.
@Caurmen, Thanks for the feedback. I've literally started to play around with Foundation now, not launched anything yet with it. You are right that it's still quite a "heavy" framework so I myself will balance all my options too.
And @wtchern88 Once you build your landing page and learn coding you will understand how to make the hyperlink that will direct people from your landing page to your offer page, so don't worry about that too much. As Caurmen said, you will be provided this link by your tracking tool.
Go step by step and once you get there it will be clearer! Trust me it took me a couple of weeks to fully grasp coding but literally, if you ever get stuck, use Google my friend! There are thousands of website there like http://www.w3schools.com/ that will help you. Good luck!
@wtchern88 - you'll link the action button to the offer page by using HTML code within the landing page itself.
Specifically, you'll use what's called an "A" tag. It'll look like this:
<a href="your_tracker_address">Click here!</a>
You'll add that tag either in Muse by using the Link tool or in the HTML code using any text editor.

Mobile Landing Page Builders: to be honest, I wouldn't trust anything claiming to offer you a "turnkey" solution for mobile landers. They're likely to lack flexibility, and more importantly, likely to use technologies that make your lander very slow to load. Slow landers = death in mobile Affiliate Marketing.
Hiring a developer who can turn a PSD into a mobile responsive slim lander == the best software.
