Not sure you'll get any answer as the provider could get its IP ranges banned if he's spotted as a FB-fake-account-paradise. I also suspect FB already knows the ranges of datacenters/servers versus residential ips... e.g. it's pretty obvious that if your ip is owned by OVH you're not a residential user...

Anyway if I was looking for this kind of stuff I would probably use the usual sites for VPS providers (I wouldn't use a VPN for this) : lowendbox, webhostingtalk, etc. Plenty of reviews and coupons there.

Pick a country, contact a bunch of datacenters for ip blocks, setup squid/vpn.

Yup, I'm pretty sure most proxy, vpn and vps services are over-abused by affiliates by now... Your best bet is what tnation recommends...
