Separate campaigns per angle when mass testing adult offers in Tier 3?

I'm trying to figure out if i should create separate campaigns per angle when mass testing offers in different Tier 3 Geo's for adult dating offers.

There seems to be two schools of thought. In the Mobile Cookbook, Caurmen suggests creating separate campaigns per angle. However NGO says "When testing multiple angles and ad variations, create a generic landing page instead of a separate landing page for each angle. You don't even know if the campaign's profitable yet. Making 5 separate landing pages for each angle is too much work for a campaign that you don't know will pay off. Rather move fast and break shit. Get initial data and put it into a formula to determine if the campaigns worth running."

I'm thinking that if you're trying to crack a Tier 1 country like US/CA/UK where there is massive competition, the unique lander per angle could give you that extra ROI boost, plus the volume is so massive, if and when you crack it, it would be worthwhile.

But with Tier 3 countries like Argentina, Mexico, Portugal, Philippines, etc, the traffic volume isn't that big so it would take a long time getting to statistical significance on 5 different angles/campaigns. Even with one campaign it might take a while, so instead of sitting around and waiting, I was planning on mass-testing offers in those Tier 3 countries to find what sticks, and creating 5 campaigns per country seems a little excessive.
