Very new around here. Would just like to say well done to everyone on this forum for creating such a great learning environment. 
My questions:
Is a mobile DSP kind of ad a good way to promote PIN submits or are Pop-ups better?
Trying to start my first campaign and I just want to have a solid foundation for my testing!

Both types of traffic can be made to convert for pin submits. Pop traffic sources in general a lot less strict with lander approvals, whereas mDSPs are typically a lot stricter about creatives (misleading ad text, excessive skin, etc.).
Either could work for or against you. With pop, if you promote offers that allow aggressive landers you may appreciate the lax approval criteria, but if you want to push an offer that doesn't allow aggressive and you don't want to cloak you'll likely get out-competed by people that ARE aggressive. On the other hand, if you don't want to cloak and still want to promote offers that don't allow aggressive, you may stand a better chance on mDSPs because they're stricter on creative approvals (there are advertisers that cloak there as well, but at least not EVERYBODY is aggressive there!)
With pop you only need to test landers and not banners, but that also means your competition has one fewer things to rip to duplicate your camp. With mDSP, you need to test banners as well as landers (for most pin submits, landers are recommended), but it would be more trouble to replicate your camp (although some of the new spy tools are making that pretty easy to do as well).
So - pick your battlefield, or try both.

I would suggest you try several DSPs and benchmark them against each other, many of them are just horrible while bidding on same SSPs
