If its below .01c then most traffic is pops or redirects or both usually.
Epcs are indicators and with experience tell you what type of source is used for offer.
EPC reports from networks are usually a mix of all kinds of traffic, so the EPCs are usually lower than you can achieve with quality traffic and the right promotion method.
Like Atilla told you, the lowest EPCs are usually achieved with pops and redirects, but it also largely depends on the GEO.
There is a lot of offers at 0.02 in your list, which can also be 0.024 so thats 2.4 cents per click which would be awesome even for banner traffic in some GEOs, where you can buy banner clicks at half a cent - and trust me there are geos like that
Think Asia and Latam. If those are EU geos or US/CAN, than its most likely pops or redirects.
