Understanding your customer on PPV

So I used to do Adult display but recently switched to PPV, specifically sweeps, and I haven’t quite grasped the underlying sales psychology yet, hoping someone might be able to shed some light.

From researching the vertical on STM, the standard approach seems to be running a RON campaign and then taking the successful placements to a separate whitelist campaign, makes sense.
What strikes me as slightly peculiar about this is that I always thought sales and marketing was about understanding your audience and using that insight to tailor your sales copy – how can you tailor the message on a RON campaign when you don’t actually know who the customer is?
Seems like you just have to make something as generic as possible with broad appeal which I suppose makes sense in terms of having access to substantial volume. Just seems a bit counter intuitive...

You've nailed it with this last comment, by which you've answered your own question.

The corollary to that is: Don't try to run niche offers on pop traffic!
