I was spying on new offers to run and came across something that caught my eye (App install).
I did a quick test on the offer to see if it was converting. So I ramped up the traffic buying the maximum I could on 1 traffic source. On my third day I brought the ROI down to -20ish% and was making progress. And than my AM says stop traffic due to bad quality.
Questions...
1) I can see this app install and particular angle/lander were being run for weeks on PPV yet I ran it for 3 days and was told to stop. And I only did about $110 of revenue. What's up with that? (btw. I ran about 5 different landers in the 3 days.)
2) Is this something you guys see alot of, bad quality on PPV for app installs? SHould I stay clear from app install on PPV? What verticals would you recommend other than sweeps?
Any other helpful tips?
Thats weird. If the other aff was running ot, maybe they were blending their traffic with other more high quality placements
Agree with John - that's how many affiliates are doing it.
There are certainly people doing huge volumes with app installs on PPV. However, keep in mind that the traffic quality of every PPV traffic source is different. Even traffic quality across placements on a specific traffic source will differ.
As for verticals that run well on PPV traffic - just do some spying and you'll quickly find out. Some that come to mind are sweeps, bizopp, binary options, and antivirus. Basically stuff that can convert with broad traffic, i.e. the general audience.

PPV traffic generally has very good quality as the user is searching for the product/service (pull vs push marketing) - its very rare that PPV gets paused because of quality issues. Normally PPV gets paused or is not allowed at all because the affiliate is doing brandbidding which some advertisers consider stealing. I would ask for a detailed quality report to the advertiser/network. Its also very early on to get you paused after only 110$ in revenues.
Verticals that perform well on PPV are finance/payday/loan/insurance, dating in france, antivirus and background/credit checks
Guys above me already covered the obvious possibilities, my bet goes to a mix of high quality and low quality traffic also 
Since you only sent a low amount of installs - $110 isnt exactly enough to do any deep quality checks - its also possible you ran into a very careful advertiser who wasnt willing to wait longer as your initial leads performed abnormally poorly. This can happen from time to time from a number of reasons. They are basically protecting themselves against fraud and sometimes the cross fire also takes out an innocent affiliate.
Generally speaking, PPV is one of the sources that can be considered lower quality compared to banner traffic for example, when you do broad targeting. If you target properly it can be of very good quality on the other hand. But as Amy already pointed out for you, it also depends on the placements and sources. Quality also largely depends on the angles you used. With app installs, advertisers meassure the active usage of the app, so in case you advertised a speed boosting app and the user installed some browser, the quality would be low. Same goes for promotions with the help of some incentive.
PPV doesnt mean low quality.
But if you have been sending 100$ worth of leads in 3 days and the conversion proccess is (for example) downloading the app, is it possible only very few leads opened the app? used it?
Some advertisers have very strict KPIs and you may have tested an offer from such an advertiser. He wants to see at least 8% of the users who downloaded the app use it at least once but your leads only downloaded it but didnt use it so he decides your traffic isnt good enough for him (again, just an example).
A few things in the ad depending on niche can help as well.
For instance on games.
"Receive the blade of might if you reach level 5 before 12/5/2015" even tho they always get that at level 5.
Since most game advertisers base quality over how many players over a specific level etc.
