Creatives rejected, but already running on the same network
So, I've been trying to run a campaign where I would spy and rip 5-8 landers and use that as a starting point for pop traffic/mobile.
However, the issue I am getting to is when I try to apply with those landers, my AMs tell me the advertiser rejected them.
Now I understand restrictions might be different from one network to another, but i have gone on to spy network specific tracking URLs to see exactly what banners are running for which offers, and I can clearly see other people using those.
Are they cloaking at their own risk or do I need to take any additional steps to get myself approved for those?

First of all very nice detective work!
I know that a lot of people are cloaking on pop. If the advertiser is rejecting landers, then there's not much you can do. You basically have 2 options (that I can think of):
1)Cloak yourself.
2)Try to get to green with compliant landers.
The second option will of course require that you have more creativity than people who run aggressive and cloak, but I've managed to do this successfully before. Or, you can resort to cloaking - just know that there are risks involved.
