DSP pocketmath and frequency capping = totally crap?

Just started to work with pocketmath and try to use their frequency capping for mobile web.
As they are using the IP of the mobile web user to cap the traffic I have the phenomenon (with a capping of 1) that either you see the user once in a lifetime (!) as the capping is lifetime or if you have no capping you will be spammed to death (same user sees the banner 8 times on one single website).

Is pocketmath just crap or am I missing something?

I think they have a pretty good name but if you have more input since you posted, im interested to hear

Good DSPs should use a hash of the user's device attributes (IP, model, make, etc.), so I would be surprised if they JUST used IP. Also for a decently high % of users, they have device IDs passed in.
