Voluum - How do I create custom rules based on variables?

Hi,

I run on Content.ad for my traffic source, but they do not allow US, State based targeting.

I want to use Voluum to tell my visitors coming from 11 specific states, to go to Landing Page A, and all my visitors from other states to go to Landing Page B.

Does anybody know how to write a custom rule for this? I've been reading the Voluum support and knowledge guide for 5 hours and cannot figure this out.
