Incent traffic referes to offer wall traffic, interstitial traffic or any traffic where the user gets a reward or credits for engaging with an ad.
Typically the pay outs for incent traffic are way lower than those for non-incent traffic as quality is lower. Advertisers use incent traffic to get high volumes of users at a reasonably low cost.
If the advertiser has a good anti-fraud mechanism in place, this can be a very good & powerful traffic source.
Well most popular way is content locking niche like "how to play guitar". You lock that content for app install.

The quality is considered "not great" and it is usually when an advertiser wants a lot of traffic to his offer (for different reasons) and the quality is less important to him.
The downside is that it is usually a low paying offer and also its not something that you can usually see in most verticals and niches.
How do you make it work? You need to offer something to the user in exchange for him installing the app. Virtual currency, some kind of credit, unlocking something he wants (unlocking a stream in your page in exchange for the user downloading the app)...
