Has anyone ever tried this, usualy when I have my ad I can never go below $0.01 but a friend told me if I have a currency which has more digits this is possible, like the PHP or the Mexican Peso.

Can you get any traffic for cheaper than that in developed countries?
Traffic at 0.01$ will be worthless crap
If you do get traffic cheaper than $0.01, it still just shows up as $0.01 unless you dig a little deeper in your reporting where it will show you $0.004 or something.
I can't call $0.01 traffic worthless crap just because it's $0.01 traffic. Especially not when it results in 400 - 1000% ROI. I know what you mean Brughmans but it's just "te kort door de bocht" to just label all $0.01 FB traffic to be crap.
