Can't recommend you a team. Only can say: look in the Ukraine or Russia. have made best experience with programmers from those countries. not cheap, but you get what you pay for.

+1 for Bulgaria - software companies in smaller cities are not expensive and they hire employees from universities with technical background. You can try cities: Varna, Plovdiv, Gabrovo, Burgas, Veliko Tarnovo, Ruse (avoid capital Sofia because prices are x2 or x3)
