I have been running a few call campaigns, and have the issue of exceeding the cap in many cases. Is there any software that would help with distributing calls across a few different numbers according to a preset quota? Day-parting function for different numbers would be great as well.

AFAIK, none of the other publicly available trackers have the ability to swap to a new offer when cap is reached. It's a pity - that's an obviously useful and comparatively easy-to-implement feature. (I've had it implemented on a tracker in the past, but not one that's available for public use.)

Check out Retreaver (formerly known as Callpixels). This can do exactly what you're looking for, but can also take a big bite out of your ROI (usage cost can stack up pretty quickly). Great piece of SaaS though. 
Update - FunnelFlux can't do it yet, but it's on their roadmap.

I really like the flowchart UI in Funnelflux - it makes it simple to arrange some pretty complex interactions. Partially that's probably because I'm used to node-based workflows from film software (DaVinci Resolve etc), but it's also generally a great middle ground between more restrictive UIs and scripting-based solutions.
The flow chart looks like a awesome tool to use.

You need a call routing service. Best two options are Ringba and Invoca.
You can simply use Invoca and run it as a bundle campaign. If the offer is on Invoca, you can copy the parent offer and not be charged for minutes
