Bing or Google Adwords for Local Leads Campaigns (sniper method)?

Hey Everyone,
I see I am still number 4 on the recently joined list...I joined after reading some various blogs (Kjrocker, Malan Darras, etc) and have been doing PPV for quite some time now.

Anyways, back to the point at hand. I am recently considering the idea of doing local leads campaigns on PPC (or sniper method as it has been referred to) to bid on local business keywords like, "painting in [insert city], painting contractor in [insert city]" etc. My plan is to develop a funnel to capture the leads, via phone inbox or form submit, gather the data in excel files, sell them to contractors etc. By the way contractors is only 1 niche for this as there are MANY others as well.

The only experience I have with PPC at this point is 7search (yes I know how that sounds) but I am experienced in PPV and have had many successful campaigns for dating, gambling, gaming, etc. However, they are 2 entirely different animals, and thus, must be approached 2 different ways.

Here is a question I have, for this would google or bing be the king? It appears off the bat that doing some research shows google dominating the volume portion, but bing is obviously cheaper and has much lower search volume. Also, how are these types of campaigns looked at by bing and google because they technically aren't your average affiliate campaign correct?

I'm not sure if this type of campaign is worth building out, as opposed to something more AM related like weight loss, skin care, or any of the other obvious PPC affiliate sale campaigns?

Has anyone else does this type of advertising around here, and have any pointers on the best way to go about it? Is it worth doing, or should I just stick to network campaigns?

I Use Adwords to advertise for a local business and it works really well. I would think Adwords is the better choice given its scale. I don't think Google will ban these sorta campaigns as many small businesses use Adwords. I've never had any trouble with Google for my local business.

its a bit more work getting the buyers for this as you have to reach out yourself to the local businesses and set up some manner to delivery and get paid for the leads, but its a pretty much limitless business as well. if you are good at SEO you can make some great $ doing this. ppc works fine as well - immediate payoff but lower ROI of course. i'd run traffic on both google and bing.... bing has a better ROI typically.
