I got kicked out of the offer because the leads didn't convert. Only thing I can think of is using chat message style banners.

Is what the case? Are you asking if chat message style banners are the way to go? Were you using them, and you're asking if thats why it was low quality? Assuming you are working with a reputable network/advertiser, if the leads don't convert, then the leads don't convert. That doesn't entirely depend on the banner you're using unless the banner is misleading and is too different from the landing page.

If you are promoting a CPL offer, you need to be really careful about the traffic you send to the LP as it needs to have quality otherwise the Affiliate Network will kick you out. If you use banners that are not related with the LP, the most common thing that can happen is: the user clicks on a banner because he was attracted to it but then he sees that the offer has nothing to do with it, so he will close the page. Result: one lead, no conversion. The advertiser doesn't like this.
Imagine yourself: you are on a webpage and a banner appears that says "click here to get the best PC cleaner". You click on it because you really need to clean your PC. Then you land on a veterinary clinic promotion. You will close the window of course.

The affiliate is only paid if the person converts though so not sure how that explains the issue
I think the offer is issue because it's always on and off
Chat style banner to chat style lp to offers like fling or even livelinks pay per call. No quality issue.
