I'm wondering whats the best way of quickly testing offers to see if they're good, prior to fully focusing on them and then launching a campaign.
I'm thinking of selecting 3 offers, creating 5 banners and an LP for each - each from TOTALLY different angles (different benefits).
For each offer I launch 4 campaigns (web wifi, app wifi, web carrier, app carrier).
I'd give each campaign a max spend of 5 dollars and from there see which has the most conversions,
Does that sound like a fair test? Or is there a better method to this.

The budget seems low. To conduct a proper test you'll need to generate enough conversions for the results to be statistically significant, or at least have enough impressions without conversions that you can justify a cut. Unless the offer payout (and corresponding traffic cost) is very low or the conversion rate is very high, it will likely take more spending per campaign to gather the data.
The testing strategy looks very solid, but the budget 5$ is way too low to get any valuable and conclusive data
I would commit at least 100$ to every offer you'll test so that would bring your entire test budget to 300$ although that may still be too low to draw any conclusions after the test given that you are going to set up 4 campaigns with 5 banners each
