I'm looking for the best shopping cart that allows complete customization ( CSS/HTML) and has Rebill / Upsell functions.

What do you recommend?

These are both really good recommendations. I have personally used Limelight and have nothing but positive feedback in terms of functionality and support from Rick and his team.

I met the bgbng guys at ASW and they also seem to have a good understanding. If you want contacts for either let me know and I will PM them to you.
