I'm running two campaigns using identical keywords, bids and budgets: One is call-only, and the other is a regular text ad using mobile +300% and call extension.
The regular ad is running fine, but the call-only ad has received a much much lower volume of impressions (less than 3% of the regular ad).
The call-only bid is 4x the value of the regular ad; so once the 300% multiplier is put in effect, the bids should be identical.
Has anyone else encountered this issue?

The two ads are most likely competing with each other, and your regular search ads probably have a higher ad rank , so the impressions are being funneled there.
If you want to direct your mobile traffic to your call-only campaign, I would pause the search ads and raise your bids on the call-only ads. If you raise your bids on the call only ads and you still aren't getting a lot of impressions, keep raising your bids; call only ads are notorious for not delivering impressions without high initial bids. Once you start getting some traffic and you have a stable conversion rate, gradually reduce bids to hit ROI goals.

This is a pretty interesting test. We've been wondering how Call-Only campaigns compete with Non Call-Only campaigns. However, I don't think this gives us an answer.
If you're using the same domain, only one ad will be shown at a time. @OnlineMoniez makes some great points on this and I definitely agree that bidding higher, to start, with Call-Only is the way to go.

Thanks guys. I ended up raising bids for the call-only campaign which seems to have provided a solution.
Interesting so far is that the 300% campaign is converting much higher!
