BUMP. There is a lot of fake traffic inside Zeropark and they must know it.
And what I would appreciate even more is whitelisting/blacklisting targets and publishers ACCOUNT-WIDE inside Zeropark. Now you can do it only for each campaign individually... Seriously? What if you have 100 campaigns or more? Click on all targets in all campaigns lol.
Both these issues make Zeropark very difficult to work with when using RON campaigns.
I was under the impression that Pub ID's are unique to each account. Is this not the case?

The reason why we cannot provide such a list is simply because we do not keep track how often a given target is paused.
Please take into account that there are currently 500 million targets in Zeropark. Roughly 150k-250k new ones are added each day. There are also 23k campaigns active at any given point, each with the ability to pause and activate targets at will. The scale here is immense.
Now - take as an example a really popular target, one that would appear in a large number of campaigns - a target corresponding to, say, www.google.com on pops. That would likely be the most frequently paused targets on the network, simply because it appears in the largest number of campaigns. Does that mean that the traffic is bad, and will not convert for your campaign? Absolutely not! It just means it hasn't converted on other campaigns, which were most likely small and not profitable to begin with.
Secondly - when banning targets and sending refunds, we notice a lot of really big campaigns, which are not being optimized by target. (Anyone who has spent enough money on Zeropark will know that we send refunds, whenever we spot low quality traffic - the last batch of refunds went out last week). Hence, the crap that you really want to get rid off, will most likely not make it to the list.
So a list of most frequently paused targets would be skewed towards big targets, which are paused often simply because they appear in a lot of campaigns, and not necessarily because they perform poorly.
What we are working on, however, is an auto optimization feature. This will provide a much smarter way to save ad money and reduce the time and effort needed to run campaigns on ZP. The feature will take into account all the visitor parameters (GEO, device, OS, etc), conversion rates, and bids. I can assure you, that devoting our tech resources to developing a long term solutions is a much better investment than getting them to implement imperfect half measures.

You did not answer at all why you don't provide a way to block target ACCOUNT-WIDE and you have to do it for each campaign indidivually!
