Are banners and redirects a bad road to go down for sweeps or should I just stick with pops/landing pages? I'm not ready for pops yet and I'm decently comfortable making banners so that's why I ask.
From my personal experience, sweeps can be very profitable on both banners and redirects.
Just make sure you have a good angle that will get the user's attention since for redirects it's interruption marketing.

Sweeps are so broad appealing it would be hard to find a traffic source that you can't make work with them.

Every banner network is different and has specific rules. Some allow more aggressive techniques and some are super strict.
Usually the sweepstakes classic landers will be approved on pretty much any banner source.
Yeah best to ask your rep or support at the ad network you are using to get right answer.
