Conducted by Forensiq, the study shows that many seemingly legitimate apps actually serve thousands of unseen ads in the background, both defrauding those companies and gobbling up data of unsuspecting smartphone users. This isn’t your normal annoying pop-up ad rate on a browser. These apps invisibly serve 700 ads an hour (that’s 12 a minute!). The study found 12 million devices that were hijacked while observing over a 10-day period.
Wow, 700 ads per hour eh? Invisibly served? That's some pissed off advertisers - not to mention how much data that could crush if you're not on wifi. Geeezus.

I would say get a list of the apps, and grab their pub IDs from that. Insta-blacklist.

A lot of SSPs are now making developers pass the IP along with the ad call to counter stuff like that's not representative of normal user behaviour and to better increase geo targeting. I.e. calling 10 ads ps from the single IP etc. Some are throttling payments based on that data as well.

any idea how we can manage this? a way to buy only genuine ads? a way to quickly identify the fake ads so we dont buy it?

Be able to detect the fake ad apps and demand a refund for those impressions.

this is also happening on Desktop in much bigger scale. where lots of users PC's are generating POP traffic that is actually happening "behind the scenes" and they aren't aware of that.
currently the only way to be on top of this is to have the right data from the ad network from which you buy your traffic.
if you aren't able to know exactly the placements you are buying make sure to be on top of your stats and always compare results to other campaigns so if you see a big spend and low CTR / CR start investigating.

is this sustainable? would the traffic sources want to work with you if you do this?

actually, we do. of course the junk traffic cannot be more than 20-30%. but that junk keeps out alot of our competitors. some of our most stable campaigns are built on traffic sources that sell up to 20-30% junk.
to be fair they are also supportive and reasonable and making effort somewhat to reduce the junk.
