Looks like this campaign still have some hope, i would suggest sending more traffic and optimize the campaign with different banners and LP's.
10K impressions isn't that a big amount to really get assumptions from.

take in mind that there will always be discrepancy between 2 different tracking systems.
looks like Decisive is counting Gross clicks and Volume counts unique clicks.
can you please share more info such as what do you see in the Network regarding stats, this might help share more light on your discrepancy issue.

It looks like the offer did convert three times, unless I'm reading your stats wrongly?

How much did that traffic cost you? That's a significant factor in figuring out whether it's worth continuing with the offer. However, my guess is that you probably need more data and more optimisation before you can be certain.

Another piece of info that would be useful is the breakdown by placement - did one placement eat most of that spend, or was it more spread out?
