I have campaign setup under adwords as Search-Call-only, only devices that can make call are allowed.
Since last couple of days I am (randomly) getting clicks which have no impression under call logs.
Note that, when I check segment > click-type i see "Mobile clicks-to-call".
What could be the reason?
What happened was that a user clicked on your call-only ad, a call prompt was generated on their phone (asking them to either proceed or cancel the call), and the user decided at that time to not make the call.
So a click was registered, but there's no call record because no call actually occurred.
Unfortunately, AdWords will still charge the full click price in that case.
In my experience, this mobile click to call rate (percentage of users who actually make a call after clicking on a call-only ad) varies significantly based on niche, ad copy, keyword query intent, etc.
yep that's what i was going to say as well... they clicked on the call button but the user didn't actually place the call... the # would be on their dialer but they didn't hit the call button.
today got 10 clicks and just 6 calls. The word "call" itself repeat twice even if we do not have this word in our ad copy, yet some people just dont make and proceed with a toll-free number call is just surprising.
Might be ad copies are not ideal but they seems okay; for instance take a look at two ads that result in no call;

Do you guys see any issue in ad copies?
You can optimize the Display URL further & use relevant extensions.
You could try and challenge the user. For example,
Call: xxx-xxx-xxxx
www.Example.net

Have to check text length but something like that.
