Traffic sources for Antivirus PIN submits?

Hey all, I've been trying to make mobile PIN submits (Antivirus) work for 6 weeks now on pops. I found few good offers but in most of the cases the advertiser allows only one carrier and most of the pop traffic sources doesn't allow carrier targeting which leaves me with incredibly low volume. The only traffic sources that allow carrier targeting I managed to find is ZeroPark and PopAds.

My question is how harder is it to make such offers work on banner ads? I guess the biggest problem is compliance - mobile display traffic sources are much more strict than pops. What are good traffic sources that doesn't reject every landing page that contains a phrase "you may have a virus"?

Most of the big traffic sources other than pop where you could find decent volumes for tier2/3 geos will refuse antivirus.

Though it's not that hard to cloak them, for most a simple rule setup will do the trick, and use landing page ads/intersticials, not banner placements.
