I don't want to do any cloaking, I want to do try whitehat on Facebook.
But I heard you get banned even with whitehat.
So I would like to ask you in advance: how to create new FB accounts with consistency?

Your question is pretty complex.
You should read the threads here and come up with a game plan. Once you have one, join a mastermind group and try to figure it out together.

My biggest doubt right now is right at the beggining.
Is this proccess right?
1. Create a FB account with normal person profile. Like pages, and use it as any normal user would;
2. Verify account;
3. After some time, start running ads.
Or there is something else I need to know? Maybe I MUST do business/agency account?

Your listed process is generally correct although there are then dozens of things to consider.
Put yourself in the shoes of Facebook and thing about everything you would do to try and catch out accounts made just for advertising. Now avoid doing those things.
Billing sources are a separate woe and not one anyone can really solve for you.
There's a quite a few threads about this floating about, i'd just log down what's been shared so far. No one will hand out their process in public if it works for them.
