Any Traffic Sources with low limits for visitors per hour?

Hi STMers!

Need to know any traffic sources (Pop, redirect etc) that have ability to set really low limits to visitors per hour.

I mean I want to set limit to 100-200 visitors per hour - because I don't need more but I need them consistently.

I think I can try to bid low to take there, but some times it is isn't enough.
