With a budget of $2000 which vertical is a great place for a newbie to start. Also, what criteria does a newbie look for when choosing a mobile campaign to run volume or payout?

You haven't mentioned if you are going mobile or desktop. If you are going mobile, I would suggest to start with app installs and lead gens.
I am going to assume based on the question that you are new to this game. So first you need to get your basics right. By basics I mean, tracking, optimization, banner and landing page creation, understanding angles and the like.
You should be looking at picking offers with volume that has a low payout i.e. under a dollar preferably. Ask your affiliate manager to give you a list of top offers by volume. Sort that list by payout (ascending). Pick the top 10 offers and run them all.
Here is one piece of advice that I wish I had when I started: Once you have the tech basics straight (I mean tracking, and stuff like that), test as many offers as you can. The more you test, the more you fail, the more you lose, the more you learn, the more you earn.

Do you suggest direct linking to these offers in the beginning?
1. Does your campaign have a higher pay out than anything you can find on odigger.com or offervault.com (by far the most important step of all the points mentioned here!)
Additional things to check:
2. Is it an easy converter? How long does it take to make the conversion. I'd always go for a free mobile app (ios/android) not a CPA campaign or a pin submit offer; those are harder to work
3. Get input from your advertiser/network on what traffic sources work best, what banners work best - no need to reinvent the wheel by testing all over if the advertiser knows and can tell you what will work and what wont
4. Search for comparable offers and check what payouts they have in the country you are going to run in
5. Test for 100-200$. If you are not profitable or close to profitable after this, move on to another offer.
I wouldnt start with pin submits as well. CPI (like utilities) with relatively low payout but they can generate decent amount of conversions.
You can also do mobile sweeps.
Try looking at lower tier geos at first (Eastern Europe for example).

Talk to your AMs, see what offers they are recommending you, see how appealing they seem to you.
This is actually kinda fun IMO, choosing offers/verticals/geos and testing them.
