I'm doing my first ever mobile campaign and I did some spying and see some placements that have the most volume for my offer.
I add those to my placements.
But what about all the other TON of placements available?
Am I supposed to leave them all whitelisted and then slowly remove the ones performing badly?
I'm new to this and not sure how to handle all these choices.

Also, how do I know which exchange is best? or is that also something to test?
your g2m rep can help you choose an exchange. most likely smaato or nexage.
if you're super new you're not concerned with volume placements. it's hard to cherry pick placements based on any thing but real conversion data that you paid for.
you will have to test different placements.
don't forget to try to isolate the variables that you're testing.
You have basically started a white-listed campaign and that's not the way to test a campaign IMO. You are supposed to start with it all white-listed and then blacklist the ones that aren't converting.
Otherwise you will be denying yourself the opportunity to advertise on other amazing placements that could bring gold back home.
There is no such thing as the "best" exchange, if there was one, everyone else would be out of business. Go2mobi is a good traffic source where others have built successful campaigns. If they can, you can too.
Of course, there is a thing called offer type + traffic source matching. So there can be a relatively better source for a particular kind of offer. Your ad rep will be able to help you out and tell you what sort of offers work best on their network.
