You should be getting the web playstore when following your campaigns link, there's definitely something wrong with your Voluum setup or offer link, fix that (check with your AM or show here what you put in Voluum) before doing anything else mate.

In answer to your question on limits: $15 is set based on a payout of $1 or below, because that should be approximately enough to get useful data. It's definitely a rule of thumb, and you can adjust it based on the number of variables and the payout - to give you another rule of thumb to go on top of the first one, if your payout is WAAAY below $1, you can reduce the maximum spend before optimisation in proportion to how far below a dollar your payout is. (The same is true in reverse for payouts above a dollar, which is why I don't recommend them when you're starting out.)

As for the $8 spend, that's much simpler: you shouldn't base optimisations on a single day's spend. Hence, given we're spending $15, we limit our spend so we only spend a maximum of half of it a day

Incorrect - some links go to (or alias to) a market:// URL. Desktop browsers (even Chrome) don't know how to handle it since that's a URI only registered on Android.

Following the link with the Chrome dev tools network tab open, if it doesn't go to the http market it'll show a market:// destination or alternatively look something like this:
with the status code for the final redirect appearing as (cancelled).

I think it depends on what the developers are using on their end for tracking (and if it's built in it could depend on the network?) - for example if they're running Appflyer it definitely loads as (cancelled).

I'm sure there are people out there running networks that can explain that better than me
