Experienced mobile traffic stmers could you please chime in?
which one is best out of these : noipfraud, fraud buster, silentcloaker... any others better?

+1 For Fraudbuster, I tested BlackJack Cloaker, Trafic Armour and Fraudbuster.
I am into GDN and Facebook cloaking, mid $xx,xxx per day.

Awesome! I am doing 4 figures facebook now daily. Any recommendation for me to go for GDN?

Hey, GDN is much harder to profit than Facebook. But you should have no problem. I am using keyword based targeting.
Which cloaker are you using on FB?

Are those cloakers all priced by clic ?
I used noipfraud a lot for web, but now I wanna start cloaking mobile and I can't imagine how much it'd cost to cloak 1-2M clics/day...

fraudbuster and blackjack are the only one with unlimited clicks/impressions. The rest of the cloaker costs as low as $0.40 per 1000 impressions / clicks if u buy the biggest package.

running around 300-400K clicks a day @ $200 per month with Fraudbuster. I think it's unlimited.

All of the above cloakers are good to get started with. Apart from the technology you also need to have multiple credit cards to open up various accounts and preparing for an eventual kick-out of their system. I can help you with that - hit me up on skype if you want to get more info
