I have an offer which accept almost every countries.
For these type of international offer, how do you determine what countries to test it out first?
How to know when to give up on this offer after what type of testing has done?
(ex, There are so many countries to test. Cant possibly only after testing every countries with failure, then give up the offer?)

Have you asked your AM what geos are the best for this offer?
A good idea is probably to test the top 5 geos for the offer or so.
Being pretty new, I also found that the type of traffic matters. So just because an offer is converting, doesn't mean it's doing so on in-app display 320x50 banners. If the AM can help you and tell you if it converts well on such traffic (or whatever traffic you use) that also helps quite a bit in determining if that offer is good for you and then go into geos. Not saying it's impossible to work but you usually want it to be more probable to convert with what you use.
If you have resources, it's definitely worth testing some less competitive geos though, maybe you find some golden nuggets

The beauty of international offers is that, if you stick to more generic angles that aren't geo-dependent or geo-specific, you can potentially make your creatives work for many geos.
I would suggest geting a list of the best-converting geos from your AM, choose around 3-5 of the bigger geos (because you'll need traffic to test and optimize creatives) to test, then decide on 1-2 to use for mass-testing and optimizing creatives.
While testing creatives, only blacklist the major money-draining placements. At this stage it would be better to focus on getting enough traffic to speed up your banner/lander testing and optimization, as opposed to ROI.
Once you have some good creatives, you could then get them translated into multiple languages, test more and more geos, pause the losers, and for the winners 1)keep running them and 2)scale them to other networks.

Start buying where traffic is cheapest i.e. no competition so probably tier2 or tier3 markets. I'd go for Brazil, Colombia, Argentina, Mexico, India, Indonesia, South Africa and Vietnam
