After converting click on optimize and reduce the quality of the gif file.

You guys are basically looking for a video to gif converter, google "gif to video converter online".

Once you have the gif, optimize it with: https://kraken.io/web-interface to reduce the size.

You might have to use Photoshop to add your own words into it. Youtube can help you.

If it says, it cannot be, then there isnt much you can do after that. What you can do is reduce the number of frames in Photoshop or a similar software. The video will be glithy, but it will still be just as good.

Not much to be added here.
Animated gif will work.
If the animation is too long you will indeed have a hard time keeping under 300k.
A couple of seconds clip should work though.
