First Mobile Campaign on Decisive. Optimizing Advice

Hey guys!
Thanks for checking out my thread. I am currently running my first mobile campaign having followed the "cookbook". Below are the details:

Mobile Offer: Skout - iOS - [US] (App Install)
Converts on: Install and Open
Payout: $1.15
Traffic Source: Decisive

Creatives: Banners (320x50)

Size:	384.4 KB

Decisive's stats

From the image you can see the breakdown, but let me reiterate:
1) Wifi/Site
2) Mobile/Site
3) Mobile/App
4) Wifi/App

I began by using smart CPM for all of them, with a CPA goal of $1.75 (1.5x) and daily limit of $8 for all.
I changed up my values around 1 hour into it to the campaign since I was winning a small number of bids (5-8% across the board), to CPA goal of $2.00 and a daily limit of $20 for all.
Now I can't link live reports since there are a myriad of them, so if you would like me to link certain reports (such as Device/Site/Subcategory/etc) please let me know.

My concern: I am not sure how to optimize, and what to blacklist. I have thus far achieved 0 conversions and am not sure why, hopefully your wisdom and input can direct me in this arena. Are the data points sufficient? Should I let the campaign continue running for the rest of the day? (currently paused). I have only eaten into $11 of a $100 balance on Decisive, so I haven't really spent much capital and have alot reserved for further testing.
Your input is appreciated, thank you.

Not exactly sure how much your budget is for testing but I wouldn't recommend having your first campaign in the U.S. either. The cost will be really high just for you to learn. Maybe you'll have greater success with a lower paying offer in a tier 3 country so you'll be able to collect more data and get more familiar with everything

Just my opinion though, it's entirely up to you how you want to go about it

Steveee1, I tried running 2 international campaigns: 1 for Russia and 1 for Brazil. Links from my Aff. Net. weren't functioning (tested with proxies), coupled with the anxiety and desire to launch I went with something that actually functions just to gain experience. Experience gained I suppose. Killing this campaign and hopping to another.

The links most likely work, I'm 99.9999999 percent sure of that. App store links are notoriously hard to access. If you're pulling links from major offers that everyone else is running then chances are you're okay......
