Does Bing have content traffic outside US/Canada/Latin America?

This link says:

"Currently, content ads are only available to advertisers who run campaigns in the U.S., Canada and Latin America. In the U.S. and Canada only, "

So there is no traffic outside of those GEOs?

I've also wondered what sort of volume is possible, compared to your average country that prefers Google.

There aren't any coverage charts available or something like that?

Bing has discontinued the content network. Now content ads display only in apps in united states. No more web or mobile sites
