I've just gotten started with POPs and have been using Zeropark and PopAds.
Just noticed though that device target is very broad and that you can't target by device (i.e. iPhone 5) or by OS version (e.g. iOS 8 and lower).
Just wondering if this is just a limitation with POP targeting or if there are some traffic sources that allow this level of targeting?

I'm not aware of any pop sources that let you drill into advanced targeting like devices or OS versions - you're really only going to see that on mobile focused ad networks.
One way to go about it is to filter the traffic yourself, monetizing the remnant traffic as well. It complicates your funnel but if pulled off correctly can be quite lucrative.
